XEngine is a fast and scalable XACML policy evaluation engine. It provides the following features:
1. XEngine converts the hierarchical structure of an XACML policy to a flat structure.
2. XEngine converts multiple combine algorithms to one combining algorithm.
3. XEngine uses a tree struture to efficiently process requests.
